Cemetery & Parks Meeting

The meeting was opened at 7:05PM present were John Barrett, Tubby Boucher, Ray Boyes (late) Roger Ropoza, Drew Fund and Pam Haman.

Discuss:

Preliminary New Organization Chart.

John reviewed letter that was sent to BOS in October 2016, addressing concerns of the Town Administrators disciplinary letter put into Roger personnel file in BOS file.  John said that he has not had a reply from the Town Administrator or BOS.

One purpose of the letter was to clarify the role the Town Administrator and Cemetery and Park Commissioners in the day to day operation of the department.

The Commissioners feel that based on both Mass Generals Laws Chapter 114 and the Town Charter the day to operations of the Cemetery and Parks is under the jurisdiction of the Commissioners.

Also discussed was how a collective bargaining may play into the oversight of the Superintendent. The Commissioners still believe that even under union contract the Town Admin. on behalf of the BOS negotiate contract but day to day operations belong to Commissioners.

Roger does manage the department day to day operations with oversight by the Commissioners. Roger does work in a cooperative effort with all town departments as needed updating Commissioners thorough work logs and meetings.

Commissioners will talk to other elected boards regarding the New Chart.

The Commissioners may either ask the Town Administrator to attend a meeting or the Commissioners may request to be on the agenda for a BOS meeting at a later date.
