The meeting was opened at 7:05 PM present were, Ray Boyes, Tubby Boucher, John Barrett, Roger Rapoza, Drew Funk and Pam Haman

 

Guest: Justin Carter, Eagale Scout who attended the meeting with his father to discuss a potential Eagle Scout Project.  Justin would like to replace/repair the rotting stairs on the bandstand he would also bring them up to code and stain the wood as well.  He would begin the project in the spring.  John Barrett move to approve the work the Justin Carter would like to do on the bandstand.  Ray second all were in favor motion carried

 

Bills and payroll were reviewed approved and signed.

 

Discuss;

John Birney Blood monument:  Roger reported that the Royalston Arts has completed additional work on the monument.  Monies from the trust fund were used to complete the work however another $2100 is still needed to replace the rifle strap.  An article would need to be submitted to STM to cover this last portion of repairs to the monument.  John moved to submit an article for STM in the fall.  All were in favor motion carried.

 

Clean up of Upper Common: The area between Spaulding School and the Upper Common is over grown with unkept shrubs, weeds with a lot of gravel between the granite rock and boulders.  Roger would like to send a crew to clean up the area and plant grass.  Commissioners liked the idea.  Cleanup will be done this fall.

 

Superintendents Report:


Flagpole at Gilson Park has been painted but damage was discovered at top of the pole.  Phil Comeau can go up in the bucket truck and fix/weld the piece.  This will cost approx. $400-500.  A brief discussion was then held on the parks expenses since the trust funds which can be used are restricted in use.  The department has not has an increase in the expense budget in many years.  The Commissioners feel that the budget does to be revisited to cover work that may be needed in the parks.  One option would be to use a onetime transfer from payroll to expenses.

 

Vandalism in cemeteries.  Roger reported that he notified the police about vandalism that happened at the cemetery.  Signs were taken down over the weekend.  One was actually found in a tree,

 

Tubby commented that the cemeteries and common areas have looked outstanding this summer.  Roger and crew did an excellent job in maintaining the grounds.
