The meeting was opened at 7:06PM

 Present were, Ray Boyes, Tubby Boucher, John Barrett, Roger Rapoza, and Pam Haman.

 

Bills and payroll were reviewed and signed

Deed none

 

Minutes from the 2/11/19 meeting were approved.  Minutes from 1/14/19 were amended to reflect the conversation between Jim Kreidler and Jim Smith about the Highway Department plowing the Town Hall and Police Station.  John moved to approve the amended minutes all were in favor motion carried.

 

Correspondence:  A memo was received from the Board of Selectmen’s Office on 2/27/19 that articles for the annual town meeting needed to be submitted by 3/1/19.  Do to the short turnaround time; Pam explained that she submitted the article for the department to use funds from their sale of lot account for new/replacement equipment.  John moved to approve the article for town meeting.  Tubby second all were in favor motion carried.

 

Discuss:

Spring Clean up:  Cleanup has begun from the winter season.  Decorations will be removed if not done by the family.  Some Avenues may be roped off do to mud season.

Review Common Rules:  The common rules currently address the issue of animals on the common as well as digging. More thought may be needed in the wording of vehicles on the common.

A discussion was held regarding bikes on the common, during events do to safety concerns.  Ray move to amend the Parks Rules and Regulation adding “no Bicycles, scooters, skateboards or roller blades to be used during events on the common”.  All were in favor motion carried.

Roger will explore ways/locations to have signage on the common with excerpts from the Parks Rules and Regulations.  Installing a sign post may need the approval from the Historic District Commission.  Another option might be posting excerpts to the lamp post or entrances.  John moved to amend the Parks Rules and Regulations adding #11 no bicycles, scooters, skateboards, roller blades during events.  All were in favor motion carried.  Rules #1, 3,4,5,9 and 11 would be on the excerpt sign(s).

Pam will get revised regulations to john next week.

Superintendents Report:

Roger reported that a harness may be needed when placing the flag on the gazebo roof because of OSHA regulations.   Having a permanent weathervane would solve the need for a harness

 

Next meeting scheduled for April 10, 2019 at noon.
